The Ministry of Health Concludes Six-Day Training for County Health Managers of Gbarpolu County Health Team

Bopolu City, Gbarpolu County, July 13, 2026 – The Ministry of Health has successfully concluded a six-day Training of Trainers (TOT) workshop on the Contextualized County Health Management Team (CHMT) Training Modules for the Gbarpolu County Health Team, held in Bopolu City.

The training brought together county health managers and program coordinators from the County Health Team and County Hospital, with the objective of strengthening leadership, management skills, planning, supervision, and service delivery capacities across the county’s health system. The workshop forms part of ongoing efforts by the Ministry of Health, with support from UNICEF-Liberia, to enhance the performance of County Health Management Teams and improve health outcomes for communities throughout Liberia.

Speaking during the training, the Director of County Health Services, Dr. Lorraine C. Cooper, underscored the importance of the training and stated that it is expected that every manager will be a good leader and will operate with standards and per the guidelines. She further stated that it is expected that every county will have a functional County Health Board, and the same is rolled down at the district and facility levels.

Participants were drawn from different cadres of the senior management team of the county, including the County Health Officer, Medical Director, Community Health Department Director, County Health Service Administrator, Accountant, Procurement Officer, M&E Officer, etc. They were introduced to contextualized modules tailored to Liberia’s health system and local realities. The modules covered critical areas including: Health Sector Reforms and County Health Systems, Overview of Leadership, Management, Governance, and Decentralization (LMGD) Framework, Standards and Guidelines on LMGD, Planning & Implementation of County Health Services, Management of Health Resources, among others.

Speaking at the closing of the training, representatives of the Gbarpolu County Health Team highlighted the importance of building a cadre of skilled trainers who can cascade the knowledge and skills acquired to health workers at district and facility levels. They noted that strengthening management competencies among health leaders is essential for improving the quality, accessibility, and efficiency of healthcare services in the county.

Participants expressed appreciation for the practical and interactive nature of the training, emphasizing that the contextualized approach made the modules more relevant to the challenges and opportunities facing county health managers. They committed to applying the lessons learned and supporting future capacity-building initiatives within their respective departments and programs.

The Training of Trainers workshop is expected to create a sustainable mechanism for continuous learning and professional development among health managers, ultimately contributing to stronger health system performance and improved service delivery for the people of Gbarpolu County.

As the workshop concluded on July 13, participants developed action plans for cascading the training to other health personnel and integrating key management practices into routine county health operations. The initiative underscores the commitment of the Gbarpolu County Health Team, the Ministry of Health, and development partners to strengthening health leadership and governance at the county level.

The successful completion of the TOT marks another significant step toward building a resilient, responsive, and people-centered health system capable of addressing current and emerging public health challenges in Gbarpolu County and Liberia as a whole.
