(Monrovia, Liberia, April 21, 2026) — The Government of Liberia and the United States Government have advanced their long-standing bilateral cooperation in health, moving toward the operationalization of a Memorandum of Understanding (MoU) to strengthen Liberia’s health system and enhance global health security.
The Ministry of Health has led a series of consultative engagements involving international partners, key sectoral institutions, and representatives of the United States Department of State’s country team in Liberia.
These discussions have focused on harmonizing priorities, defining operational frameworks, and ensuring that implementation mechanisms align with national health goals.
As part of the next phase, a delegation from the United States’ Global Health Security team arrived in Monrovia on April 18, 2026, to support the finalization of the implementation plan and its accompanying technical tools.
A three-day consultative working meeting, convened by the Ministry of Health, is currently underway from April 21 to 23, bringing together development partners and sector stakeholders.
The forum is expected to refine strategic priorities, clarify roles and responsibilities, and establish monitoring frameworks to guide execution.
The MoU was signed on December 9, 2025, in Washington, D.C., formalizing a renewed commitment between the two governments to build a durable and resilient health system capable of preventing disease, safeguarding population health, and supporting economic growth.
The agreement was executed by Jeremy P. Lewin, Senior Official for Foreign Assistance, Humanitarian Affairs, and Religious Freedom, on behalf of the United States Government, and Sara Beysolow Nyanti, Minister of Foreign Affairs of the Republic of Liberia.
At its core, the MoU underscores a shared strategic objective: to reinforce Liberia’s health architecture while contributing to global efforts to prevent and contain emerging and existing infectious disease threats. It also reaffirms both nations’ intent to sustain global health investments built over more than six decades of partnership.
A draft implementation plan has since been developed, setting out a comprehensive roadmap to execute the agreement over a five-year period spanning April 1, 2026, to December 31, 2030. The plan is designed to align with Liberia’s National Health Policy and Plan, as well as the government’s broader development blueprint, the ARREST Agenda for Inclusive Development.
The Ministry of Health remains committed to working with its partners and stakeholders to ensure the successful implementation of the MoU, with a focus on strengthening health systems, improving service delivery, and enhancing Liberia’s preparedness and response to public health threats.
