(Monrovia, March 19, 2025)—The Ministry of Health (MOH), along with a delegation from the World Bank and the Ministry of Finance & Development Planning (MFDP) conducted a two-day field visit to Gbarpolu and Bomi counties from March 17-18, 2025.
The delegation aimed to assess progress in strengthening healthcare service delivery and infrastructure under the Institutional Foundations to Improve Services in Health (IFISH) project. The delegation visited the Gbarpolu County Depot, Bomi County Depot, Emirates Hospital, Bambu Ta Clinic, Gokala Community Clinic, Gbarma Clinic, Proposed Gbarma Health Center, Liberia Government Hospital, Sackie Town Community Clinic, Sass Town Community Clinic, and Jenneh #3 Clinic.
Dr. Teyah S. Moore, Assistant Minister for Curative Services, and Mr. Matthew Flomo, Program Manager – Project Implementation Unit led the delegation from the Ministry of Health. Discussion focused on healthcare service delivery, performance-based financing; maternal waiting home; maternal, newborn and child health; essential drugs and medical supplies; ambulance services; equipment purchase, maintenance and repair; breastfeeding and nutrition; sanitation and hygienic conditions of primary healthcare facilities; referral pathway and procedures; and volunteer healthcare workers amongst others.
However, the IFISH project has significantly enhanced healthcare access in Gbarpolu and Bomi counties, leading to reduction in maternal mortality and improved emergency medical response. The Performance-Based Financing (PBF) model has played a crucial role in improving healthcare quality, ensuring that funding from performance-based financing translates into better patient outcomes. The Ministry of Health has developed a structured metric for calculating performance-based bonuses, considering factors such as attendance and extra working hours.
The delegation proposed establishing a community pharmacy to ensure a steady supply of essential drugs and medical supplies. The Ministry of Health extends thanks and appreciation to the World Bank and the Ministry of Finance & Development Planning for their continuous support to the health sector of the Republic of Liberia.
