MoH Strengthens Leadership, Management, Governance And Decentralization Capacity Of Frontline Health Managers

The Ministry of Health, through its Governance and Decentralization Unit, with financial and technical support from Expertise France, has conducted a Leadership, Management, Governance, and Decentralization (LMGD) Training of Trainers (TOT) for frontline health managers across several counties in Liberia. The training brought together a total of 245 health managers. Nimba (159) Health Managers were trained from October 12th – 21st 2026.

Margibi (86) Health Managers were trained from October 26 – 31st, 2026.

Participants included County Health Officers (CHOs), County Health Services Administrators (CHSAs), Community Health Department Directors (CHDDs), Monitoring and Evaluation (M&E) Officers, District Health Officers (DHOs), District Surveillance Officers (DSOs), and Officers-in-Charge (OICs).

In addition to these two counties, representatives of the County Health Management Teams from Maryland, Bomi, Grand Gedeh, Grand Cape Mount, and Grand Kru also participated, demonstrating a broader national commitment to strengthening leadership and management competencies within Liberia’s healthcare delivery system.

The training is expected to continue in Montserrado County from November 9–14, 2026, bringing together an additional 108 frontline health managers.

The upcoming training will further expand the Ministry’s investment in strengthening the leadership and management capacity of health personnel responsible for coordinating, supervising, and overseeing healthcare delivery at county, district, and facility levels. With the addition of Montserrado County’s 108 participants, the number of health managers covered in Nimba, Margibi, and Montserrado will reach 353, reinforcing the Ministry’s commitment to building a competent pool of health leaders who can cascade the knowledge and skills acquired to other health managers and health facilities across their respective counties.

Officially opening the training on behalf of the Ministry of Health, Assistant Minister Memezie Peabody Kiadii emphasized the critical role of effective leadership, management, governance, and decentralization in strengthening the health system and improving the quality of healthcare service delivery.

Assistant Minister Kiadii challenged participants to remain committed and focused throughout the training, noting that the Ministry of Health and its Governance and Decentralization Unit will rely on them to cascade the knowledge and skills acquired to district and health facility levels across their respective counties.

She further underscored that strengthening leadership and management capacity at all levels is essential to ensuring accountability, promoting effective coordination, improving decision-making, and delivering quality health services to communities.

Through this initiative, the Ministry of Health continues to demonstrate its commitment to building a stronger, more responsive, accountable, and decentralized health system, where frontline health managers are equipped with the leadership and management competencies needed to drive sustainable improvements in healthcare delivery across Liberia.
